Since 2010, Paramount Consulting & Engineering (PCE) has become synonymous with relentlessly high standards and a commitment to excellent client services. These qualities have made us one of the leading engineering firms in the Southeast United States, serving a growing list of major existing and new building projects.

Our core services include expert building envelope design and consulting; testing and inspections for roofing, waterproofing and glazing; and structural design and threshold inspections. We have contracted to work on over 150 projects ranging from luxury high-rise to single-family residences across a growing geographical footprint stretching the entire length of Florida, to Texas, the Bahamas, Haiti, Colombia, Grand Cayman and more.

Meet the Team

Cesar Soto, Principal

“We’re not just here to find problems. We become embedded in the client’s team to find solutions. We’re here to make building projects succeed.”

Cesar Soto is Founder and Principal of Paramount Consulting & Engineering. He oversees the company’s strategy and operations, develops client relationships and assists with high-level engineering challenges. Most days, you will find him on job sites ensuring that the team’s work exceeds client expectations.

Cesar graduated with a degree in civil engineering in the Dominican Republic before relocating to Florida, where he became a Professional Engineer in 2002. He started his career as an inspector with IBA Consultants in Miami, quickly rising to project manager, consulting engineer and then vice president, a role that put him in charge of three Florida offices before he left in 2010 to start Paramount. Since then, his client list has continually grown by 50-100% each year.

In his 20+ years of practice, Cesar has earned a threshold building inspector license and certifications in below-grade waterproofing and structural glazing, among others.

He’s worked on thousands of projects, but a few stand out: With IBA, he oversaw the engineering of the Four Seasons Hotel Miami. Formerly the city’s tallest building, it involved many types of materials and techniques, including curtain wall, stone, metal panels, waterproofing and more. He’s also particularly proud of Paramount’s work on 1000 Museum. This project challenged the team to perform at their highest level across every service category.

Gelson Alves, P.E., President PCE Design

Gelson Alves is the President of PCE Design and one of Paramount’s top engineering consultants. He focuses mainly on structural glazing. In this role, he is responsible for reviewing shop drawings, reviewing documents before they’re submitted to various public departments, performing on-site inspections and more. He is a licensed Professional Engineer who received a degree in civil engineering in Brazil before relocating to the United States.

During his 25-year career, Gelson has moved fluidly between structural engineering and glazing. His tenure in other firms and as an independent glazing and engineering consultant gave him the chance to work on more than 1,000 projects in New York, Chicago, and China. Today, with Paramount Consulting & Engineering, he is dedicated to providing professional glazing engineering for commercial and residential buildings across South Florida.

Michael Soto, VP Technical Services

Michael Soto is the Vice President of Technical Services at Paramount Consulting, a role that places him at the center of a majority of the company’s business. As the link between the company’s inspection, testing and consulting departments, he spends his days solving issues, coordinating between various departments and ensuring that clients receive consistent, expert service. As an ICC Certified Commercial Building Inspector, he is also trained to perform building inspections.

Michael joined his brother, Cesar, in the field of engineering consulting in 2008, two years before Paramount was founded. Since then, he’s been able to grow his experience and capabilities significantly through support and training within the company. Michael graduated with an Associate Degree in electrical engineering from Miami Dade College and has over a decade of related experience. During this time, he’s worked on some of South Florida’s most high-profile residential developments, including Regalia, 1000 Museum, Bellini, Brickell Heights 1 & 2, Icon Brickell and many more.
